ZWZ was created on November 13, 1939, from an earlier organization, Służba Zwycięstwu Polski (Service to Poland's Victory). In January 1940, the ZWZ was divided into two parts:- areas under German occupation — commanded by Colonel Stefan Rowecki, headquartered in Warsaw;
- areas under Soviet occupation — commanded by General Michał Tokarzewski-Karaszewicz, headquartered in Lwów.
